Expression of Interest (EOI) for Project Management Unit (PMU)

As part of the NAMAMI GANGE program, enormous amount of development work shall be carried across the identified 120 cities and 5000 villages in the 5 States identified under the NAMAMI GANGE program. During this period the State Program Management Groups (SPMGs) responsible for implementing the NGRBA program at the state level will come up with the various concept notes, feasibility study reports on various projects or sub-projects being carried out under the program.

These concept notes will be further forwarded to the NMCG, which being the central authority responsible for the success of NAMAMI GANGE program. For this purpose a PMU is required to be set up as a part of NMCG. The PMU will support NMCG in reviewing the DPRs and design a standard appraisal process in consultation with NMCG and verify the fund requirements projected by the States. The DPR appraisal recommendations will be provided to NMCG for approval.

The PMU to the NMCG would consist of a team of specialists, led by a Team Leader. The assignment would initially be for a period of 3 years, subject to satisfactory performance review at the end of first and second years, and could be extended for a further period of 2 or 3 years based on performance and mutual agreement NMCG now invites eligible reputed/experienced consulting firms (Consultants) to indicate their interest in providing the support services. Interested Consultants should provide information demonstrating that they have required qualifications and relevant experience to perform the support services.

Consultancy firms must have experience in preparation and reviewing concept notes, Feasibility reports ,DPRs detailed engineering and estimating cost etc for

i) Sewerage, pumping/lifting stations and Sewage Treatment Plants,

ii) Interception and diversion schemes

iii) River Front Development. i

v) Industrial effluent treatment Plants

v) Solid Waste Management.

vi) Biodiversity

vii) Rural Sanitation

The short listing criteria are as follows: A. Experience of the firm; a) Core Business Area, organization and number of years of relevant experience b) Must have successfully completed at least three assignments of similar nature in the last 10 years( LOA from employer/ Project completion certificate is to be submitted) B Financial soundness, turnover and profitibilty. a) Turn over figure for the last three years ( Turnover should not be less than Rs 12 Crores per year) b) Net Profit figure for the last three years The Consultants have to submit the qualifying criteria as per the attached formats. Consultants may associate with other firms in the form of Joint venture to enhance their qualification Consultants will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in GFR.

The NMCG reserves the right to reject all or any of the proposals without assigning any reason thereof.

Interested Consultants may submit 'Expression Of Interest' in an envelope clearly superscripted as "Expression of Interest for the Project Management Consultant For NGRBA Project” in one original and three copies to OSD (Procurement), National Mission for Clean Ganga,3rd Floor, Rear Wing.
