Published on by Water Network Research, Official research team of The Water Network in Government
The National Ganga River Basin Authority (NGRBA) has worked out a framework which envisages that no untreated sewage will be disposed in the river by 2020, the Lok Sabha was informed today. "As per NGRBA framework, it is envisaged that no untreated sewage shall be disposed to Ganga by the year 2020.
Accordingly, Namami Gange programme has been launched which provides necessary actions towards achieving the objective," Union Water Resources Minister Uma Bharti said.
To another question, she said the Namami Gange programme has not received any grant/aid from foreign countries and that the project is fully funded by the Centre.
She, however, said that several countries have offered technical assistance for the ambitious programme.
"At present, Germany has committed 3 Million Euro for information, knowledge exchange, capacity building and data management," she informed.
As per the NGRBA framework, Chief Ministers of Uttarakhand, Uttar Pradesh, Bihar, Jharkhand and West Bengal are it members, the minister said answering another query.

Must appreciate the conviction and objectives that MoWR and NG / Hon. Uma Bharti ji has remained clear on. However, it is a massive task and multiple agenda. Hon. Uma ji , without having clear legislative/ legal authority and responsibility to carry out the planned tasks will sure meet with resistance from self-servient interests and resistance at state level. Why can't Centre Govt take a pragmatic view and empower MoWR with TOTAL Control for RIVER SYSTEMS and Surface water resources and also with powers to accept Grant aid and low cost funding for carrying out all round needed actions.. Multiple and multi-disciplinary contractors with D&B as well O&M responsibilities need to be identified and authorised after an Objectives oriented ICB to carry out works under a singular and all powerful authority...

Consideration should be given to construction side by side plants at same time. Sewage Treatment Plant one side and Oxidation ponds with liners, parshall flume, bar sceens that can be constructed in a short time. Large lined oxidation plant I visited in Montego Bay, Jamaica in 2010 worked well with small staff. 2,642,007 L/D design. After Sewage Treatment Plant is completed oxidation ponds can have floating aerators installed or converted to tertiary treatment.
