As also said before, unless there is a single authority responsible for improvements in the River Systems including Reservoirs and catchment area, no holistic plan can be drawn to leverage technologies and human endeavour to improve the situation. State Governments are happy asking for Grants from Centre Govt for flood control, drought impacts, but nothing worthwhile is getting attempted to aid ensuring afforestation, measures to prevent landslides, scientific removal of sand, interlinking river bodies and reservoirs with increased storage capacity, managing river banks, etc. We shall wake up only a decade later when WATER becomes a real issue and headache for Governments and people come to streets to ask questions to elected governments.

I agree. The water cycle has to be improved as a system. Increasing water from clouds is potentially feasible in certain regions but improving water storage is also important.
