You can keep the subject under focus but ultimately, it is Govt. who has to invest into water conservation and its use efficiency improvement. It is fashionable to bring in youth and youth energy into everything but why Govt.s are then run by oldies?

It's the same youth who gain experience, grow old and run governments. Govt. policy is determined by the public and sensitization of all stakeholders is crucial. Since ancient times, public participation has ensured success of conservation and the Govt. is only a facilitator. Have you heard of the work of Rajendra Singh, Jadav Payeng, Amla Ruia, Praddep Lokhande, Aabid Surti, to name just a few? None of them are connected to the govt.
