It may not be appropriate to release advt. of an ICB and then ammend the same to NCB for the participants.It is highly irregular and restricts fair competition.The intent of the works to be attempted appears to be that Authority expects that pollutants that can be arraested at entry point itself shall still keep entering the river system and have to be arrested at entry and exit of the river wrt Cities so that public sees trash free water in the river... Why should the River not have Trash Barriers and Screens all along its span? What has been done to PREVENT or BLOCJK ENTRY of Trash into the river?Lastly, when it is clear that Indian Firms do not have adequate experties and Internationally experienced biiders shall be required and hence an ICB was floated without realising that hardly anyone will take note of ICB and mobilise capital equipment and invest in fixtures when work span is so small; the how come a handful of Domestic bidders seem to be measuring up to the task by just getting experience on paper from their JV partners?
