Perhaps the only long-term way to reduce flooding from heavy rains is to achieve large-scale forest restoration with native forest (multi-layer canopy) and not just fast-growing exotics ( ducal, wattle) that have a much more open canopy. Restoration of wetlands is another way in floodplains. Creation of small reservoirs could also help to a lesser extent.
