GOI has possibly erred in its vision and even implementing the bureaucratic plans generated by that vision, implemented with twists to gain in political edges over opposition in highly populated states. Adopting River basin approach is scientifically correct. NMCG should leave it to consortia of multi-disciplinary Experts in Water Management, Urban and Rural Management, Industrial Management and Pollution Control to PREPARE an EVOLVING PLAN for Management of River Basins associated with Ganges. Implementation can be entrusted to state level Branches created by NMCG taking experienced and honest staff from state cadre on deputation. Consortia of Bidders including International Players, must be pre-qualified to bid for state wise segments of the plan .Monetoring of Implementation of the awarded works should be responsibility of PMO supported by MoWR/ NMCG.  GOI and STATE GOVERNMENTS should opt for cutting their expenditure by 10%, especially on Wage Increases, Foreign Jaunts and Advertisements until they can ensure Water Supply and collection, treatment of waste water and Sewerage in RIVER BASINS, Rejuvenation and creation of surface water reservoirs in RIVER BASINS, Shutting down and relocation of Industries that pollute WATERS ( Surface or Ground Water) with in River basins. Collection and Scientific Disposal of inorganic and organic solid wastes. It is a pity that ULBs are allowed to dispose off untreated sewerage right into Ganges, 300 metres from where the holy ghats start and River Assi is no more than Assi Nullah in Varanasi !!!
