As part of the long term planning hard wood trees should be planted on the banks of the river to mitigate such extremes. Man causes these floods by not preparing for natures cyclical events. No flooding before city. They took away trees to build. Now nature takes away what they built and will reseed the trees herself when man is gone. OR they can plant the trees now and make life easier for both. Best part of prevention is mitigation.
