These issues aren't unique to the Ganga. As the saying goes, "it's difficult to make predictions, particularly about the future."  When sewage treatment was designed for Boston, it was found that the secondary plant could be halved in size even though they were working with 20 years of data.  Most of the plants in the San Francisco Bay Area have flows 30-40% different than they were designed for, both high and low.  It's important to not wait for the perfect solution before getting started, but just keep moving ahead with cost-effective steps.
