IWAI is awfully slow in implementing the inland work on hand and similar is the case with most organs of MoWR. It is time that NMCG is grown for a higher role and is pushed by design to attempt more ambitious projects with drive and time targets. NMCG can not be made to do what ULBs and State Dept.s / Organs were supposed to do --setting up STPs and ETPs! If we can put even 10% of surface run offs to use, it can transform Agriculture in a big way.
