It is my observation that unless there is a single authority with full legal empowerment and responsibility to plan and implement a plan to stop pollutants entering the river systems and to rejuvenate the river systems, we shall keep on wasting public money and time without achieving much and without leveraging the technological interventions. PMs own constituency tells it all. Hardly 1% improvement in pollution at huge costs top the public !
