Laudable but it also proves that NMCG has doubts about Indian's capability to present innovative solutions where as the facts remain that Govt. Organs don't have record and guts to do anything innovative and challenging.. Rotating responsibilities and work is exhibit in plenty. Govt. can not take bold measures to attempt anything that is immediate and has visible results but wait for STPs to be in place which should have been operational 3 to 8 years back and would take atleast 2 to 4 years to get constructed if awarded now.
