The success parameter may be the ability to trap small concentrations of 2.5 PM suspended in a vast spread of cold air. At generation point, volume of polluted air is small and concentrations are much higher. Second point is that ultrafine PM has to be sucked from say top 30 m of air blanket, starting from Ground level upwards. To me , it appears that Institutional DG Sets mounted at low level, Road side burning of leaves, twigs and plastics/ rubber, almost still air with Plant/ tree leaves covered with dust performing photosynthesis at less than 50% levels thereby making oxygen content lesser are main culprits.
